If I mail something from Canada (Free shite health care! Woo!) to the US, I buy a stamp from Canada Post. Except that at some point, my letter has to be handled by the US Postal Service, who I haven't paid. How does that work?

Some theories:

1)The originating service gives the destination service a cut of the postage.
2)All the countries in the world just agree to carry each other's mail to the final destination.

Answer 1 is correct - Part of the shipping rates go towards paying the destination country a service fee to take the mail from the airport to the destination.
